En Sri Lanka, les districts sont les divisions administratives de deuxième niveau, organisées au sein des neuf provinces du pays. L'île est divisée en 25 districts, chacun supervisé par un secrétaire de district, un fonctionnaire nommé par le gouvernement central. Le rôle du secrétaire de district est crucial pour assurer une gouvernance fluide, en tant que principal lien entre le gouvernement central et les administrations locales. Ces secrétaires de district coordonnent les activités et les communications avec les secrétariats divisionnaires, aident à la mise en œuvre et à la surveillance des projets de développement, facilitent la collecte des revenus et supervisent la coordination des élections au niveau du district.
Chaque district est ensuite subdivisé en Divisions de Secrétaire Divisionnaire (Divisions DS), qui constituent une couche administrative de troisième niveau. Le Sri Lanka compte au total 231 divisions DS, offrant ainsi une gouvernance locale. Ces divisions DS sont elles-mêmes subdivisées en Divisions de Grama Niladhari, la plus petite unité administrative du pays, dont il existe 14 022. Les fonctionnaires de Grama Niladhari travaillent en étroite collaboration avec la communauté pour résoudre les problèmes locaux, faciliter les services publics et assurer une gestion adéquate de leurs zones respectives.
