Bezirk Jaffna
Der Jaffna District ist einer der 25 Distrikte von Sri Lanka, der zweiten administrativen Ebene des Landes. Der Distrikt wird von einem Distriktssekretariat verwaltet, das von einem Distriktssekretär (früher als Regierungsagent bekannt) geleitet wird, der von der Zentralregierung von Sri Lanka ernannt wird. Die Hauptstadt des Distrikts ist die Stadt Jaffna.
Zwischen dem 5. Jahrhundert v. Chr. und dem 13. Jahrhundert n. Chr. war das heutige Jaffna District Teil verschiedener Königreiche wie Pandya, Chola, Pallava, Kalinga und Rajarata. Jaffna District war danach Teil des vorkolonialen Jaffna-Königreichs. Der Distrikt kam dann unter portugiesische, niederländische und britische Kontrolle. 1815 erhielten die Briten die Kontrolle über die gesamte Insel Ceylon. Sie unterteilten die Insel in drei ethnisch basierte Verwaltungsstrukturen: Niedrigland-Sinhalese, Kandy-Sinhalese und Tamilen. Der Jaffna District war Teil der tamilischen Verwaltung. 1833, gemäß den Empfehlungen der Colebrooke-Cameron-Kommission, wurden die ethnisch basierten Verwaltungsstrukturen zu einer einzigen Verwaltung vereinigt, die in fünf geografische Provinzen unterteilt wurde. Der Jaffna District bildete zusammen mit Mannar District und Vanni District die neue Nordprovinz. Als Ceylon die Unabhängigkeit erlangte, war Jaffna einer der drei Distrikte in der Nordprovinz. Teile des Distrikts wurden 1978 in den neu gegründeten Mullaitivu District übertragen, der im September 1978 gegründet wurde. Kilinochchi District wurde 1984 im Februar aus dem südlichen Teil des Jaffna Districts abgespalten.
Der Jaffna District liegt im äußersten Norden von Sri Lanka in der Nordprovinz und nimmt den größten Teil der Jaffna-Halbinsel ein. Er hat eine Fläche von 1.025 Quadratkilometern (396 Quadratmeilen). Geografisch ist er in vier Bereiche unterteilt:
