In Sri Lanka zijn districten de administratieve eenheden op het tweede niveau, georganiseerd binnen de negen provincies van het land. Het eiland is verdeeld in 25 districten, elk onder toezicht van een districtsecretaris, een functionaris benoemd door de centrale regering. De rol van de districtsecretaris is cruciaal voor het waarborgen van een soepele governance, omdat hij de belangrijkste schakel vormt tussen de centrale regering en de lokale besturen. Deze districtsecretarissen coördineren activiteiten en communicatie met de divisies van het secretariaat, helpen bij de uitvoering en monitoring van ontwikkelingsprojecten, vergemakkelijken de inkomstenverzameling en houden toezicht op de coördinatie van verkiezingen op districtniveau.
Elk district is verder onderverdeeld in Divisies van de Districtsecretaris (DS-divisies), die dienen als een derde administratief niveau. Sri Lanka heeft in totaal 231 DS-divisies, die lokale governance bieden. Deze DS-divisies zijn verder onderverdeeld in Grama Niladhari Divisies, de kleinste administratieve eenheid van het land, waarvan er 14.022 zijn. Grama Niladhari-functionarissen werken nauw samen met de gemeenschap om lokale problemen op te lossen, openbare diensten te vergemakkelijken en ervoor te zorgen dat hun respectieve gebieden goed worden beheerd.
