В Шри-Ланке районы являются административными единицами второго уровня, организованными в рамках девяти провинций страны. Остров разделен на 25 районов, каждый из которых находится под управлением секретаря района, чиновника, назначенного центральным правительством. Роль секретаря района является ключевой для обеспечения плавного управления, поскольку он является основным связующим звеном между центральным правительством и местными администрациями. Эти секретари районов координируют действия и коммуникацию с районными секретариатами, помогают в реализации и мониторинге проектов развития, содействуют сбору доходов и контролируют координацию выборов на уровне района.
Каждый район дополнительно делится на подразделения секретаря района (DS подразделения), которые представляют собой административный уровень третьего порядка. На Шри-Ланке всего 231 DS подразделение, которые обеспечивают местное управление. Эти DS подразделения, в свою очередь, делятся на подразделения Грама Ниладхари — наименьшую административную единицу страны, которых насчитывается 14 022. Сотрудники Грама Ниладхари тесно работают с общинами, решая местные проблемы, облегчая предоставление общественных услуг и обеспечивая надлежащее управление своими районами.
